Association Committees: 

The Board of Directors has the authority to create specific committees to act at the direction of the Board.  There are three types of committees:  (1) Mandatory (required by the governing documents); (2) Standing (created by the Board to meet basic Association needs); and (3) Ad Hoc (appointed by the Board to deal with a one-time issue within a time frame).

The mandatory committees for RCV HOA are the Architectural Control Committee and the Election Inspection Committee.

Each committee member MUST be appointed to the committee by the Board of Directors.  This appointment allows the committee member to be covered by the Association's Directors and Officers insurance policy.  The D&O insurance policy supports actions made by a consensus of a committee within their fiduciary responsibilities, not those of individual members functioning independently.  Therefore, it is essential for committees to function as a group as opposed to individual members.

Committees may only recommend policies and action for adoption by the Board of Directors and do NOT have the power or authority to establish policies or take action without Board authorization UNLESS provided for in the governing documents.
