The Safety Coalition Committee is an ad hoc committee chaired by Rainbow Canyon Villages resident, Mary Towell. 


 

Lower Speed Limits Sought on Pechanga Parkway (September 2007 RCV HOA newsletter):

Rainbow Canyon Villages resident, Mary Towell, is organizing the residential developments along Pechanga Parkway into the Southern Temecula Safety Coalition. The primary concerns of this group are the speed limit on Pechanga Parkway and the safety of children crossing Pechanga Parkway to get to school. At the July 24, 2007 City Council meeting, an ordinance was presented that would have increased the speed limit on Pechanga Parkway along our development. Thanks to the publicity Mary and the coalition received in The Californian on July 19th as well as the input Mayor Washington and Mayor Pro-Tem Naggar received at our HOA meeting with them in May, the City Council unanimously decided to retain the speed limit on Wolf Valley Road/Pechanga Parkway at 40 miles per hour until the parkway improvements are completed. The City Council will reconsider the speed limit at that time, however, Naggar also requested that traffic calming measures be explored before this time is readdressed by the City Council.

As far as making Pechanga Parkway safer for our children who attend the elementary, middle, and high schools located just off Pechanga Parkway, our HOA did ask Mayor Washington and Mayor Pro-Tem Naggar to include a walking bridge over Pechanga Parkway in their negotiations with the Pechanga tribe regarding the impact of the casino’s desired expansion. As reported in The Californian on August 12th, “Gov. Arnold Schwarzenegger signed the new agreements July 11th, allowing four of the state’s richest Indian Tribes to expand their casino operations in exchange for paying the state hundreds of millions of dollars annually in taxes. Pechanga’s agreement calls for a contribution of $42.5 million each year into the state’s treasury, up from $29 million under the current arrangement. It also would pay 15-25% of the winnings from each additional machine.” Naggar and Councilman Ron Roberts will act as the liaisons between the council and the tribe. The coalition is also talking to the Temecula Valley Unified School District about having flashing school zone signs and crossing guards.  The coalition needs volunteers to meet with the City and the school district to push their concerns so please be watching for more information on the Rainbow Canyon HOA website and in The Californian.
